I have heard many stories similar to this from people who sit at the control
desks at the relevant premium stations. The first few involved waiting rooms
at Clifton Hill and Jolimont by people who obviously didn't realise they
were on Candid Camera and I lost interest after that.

The paths next to Caseys and Swinburne were probably fairly dangerous due to
the extremely poor lighting - has this improved since about 1993? Of course,
this also presents opportunities like you describe if they haven't, so it
sounds like it's still the same as it ever was...
