There is also the matter of reimbursement for free school travel which
private operators get and State Transit doesn't. Private operators are also
reimbursed for pensioner fares (that is why the ticket machines have
seperate "Pensioner" and "concession" buttons. The private operators are
just as heavily subsidised as State Transit is, it is just that is a bit
more transparent with State TRansit.
