If somebody has a valid ticket, and is in an area accessible to the public,
then those "orders" are invalid, and cannot be enforced.

Ok - please supply the reference to the legislation OR the regulation made
under the legislation that allows QR to refuse to allow non-commercial
photography. If there is no such legislation or regulation, then there is NO
legal reason.
