All very interesting but the start of this thread was your question as to how a
train could have a green signal and the crossing is not working. Please tell me
wheather every signal near a crossing in NSW works in conjunction with that
crossing.

If the signal does not work in conjunction with the crossing you will have a
green light displayed at all times the track section/sections ahead are clear,
regardless of the flashing lights or booms. Only when a crossing is near a
station or loop etc do you have to tie the signal to the crossing and even
then, not always, Pascoe Vale on the down springs to mind.
