Perhaps when they say "worst" they are refering to value for money, some of the
3rd world rail services you refer to have extremely low fares. Australia has
quite high fares in comparison.

I really doubt TRAINS magazine would put out a list like this. More likely it
is a list put out by travel tour operators where 3rd world coutries wouldn't
enter into the equation.
