All right - time we wrapped it up I think - this one is a bit painful.

As far as I can determine, these stations are the terminii of the most
recent passenger trains withdrawn in each State (tourist trains excepted
eg Cockatoo run).  Victoria gets a swag because of the concurrent
withdrawals perpetrated by Kennett when first elected.
