Every locomotive in NSW must have the sand removal blowers fitted or the sands must
be cut out. Also there is a standard for the maximum amount of sand permitted per
minute. All of this however has nothing to do with this latest incident with NR14.
I'm told that hollow wheels are the   most likley cause. Worth mentioning is that
when 90 class travel to Delec for a wheel turn they are worked as a block train
(light engine) to prevent this from happening.
