A bus would be OK and necessary until both the funds and the
demonstrated demand are there to restore rail. (with a good frequency,
running directly to either Baxter or Frankston (depending where the
elec. line stops)

But the Frankston line should be electrified at least to Leawarra to
start with and preferably to Baxter. Once there you could look at going
back to Mornington (which could be the bus distribution point for the
rest of the peninsula)
