	A bunch of people died in Boston, MA, USA that way.  Subway, ATS
	fitted.  ATS arm failed up (stop).  Assigned person to manually
	depress & instruct trains by.  After some hours, confusion set in
	& someone was given the go by without clear understanding that a
	train _was_ ahead...
