That is because the one train controller controlled both gauges all the way from Melbourne
to Albury. When the system was introduced, Seymour Control was still in existence and
controlled Seymour to the north on both the NE and GV. When Melbourne got the bg north of
Seymour, the GV was hived off to another TC seemingly to keep the safeworking systems to
separate rooms. GV was TO by then but the NE was still MES.
