status - beyond Cranbourne ?

Does anybody know if the line beyond Cranbourne is in limbo/going to be
revived/or dead.  I travelled that way in a car this week and noticed:-

a) white blocks of wood bolted to the line 2 or 3 metres down of the South
Gippsland Highway crossing at Cranbourne.  The overhead wire continues for
another 10-20metres.

b) a farmer has erected a temporary electric fence (to either keep the 
trains out or the cows in) across the line at Monomeith (just beyond Koo
Wee Rup) .

c) the coloured panes of glass on the semaphore arm at Koo Wee Rup are
missing.
