For the same reason why _any_ other land vehicle could accelerate as

The gap is in the _specification_.

The TGV was designed from the ground up as an efficient mass transport
system. That is, it has to transport a given number of people over a
given distance in a given time at given (and really _low_) cost.

There is _no_ such specification for the TR, which was designed from the
ground up as a toy for politicians to consume a maximum amount of the
taxpayers' money.
