I think you are right there. I recall hearing there was going to be a situation similar to the 82 and 90 class locomotives, where Clyde would maintain the carriages for 15 years, as CityRail had many problems with Tangara maintenance and didn't want more of that.
If Cyde was to guarantee 80 carriages ready for service, they would need to build more than one spare car.
