Additional info: my source also confirmed that R766 ran the tour
beyond Donald, not R761 as in the "S" Circular.

Speaking of which, this "S" circular refers to a "Freight Victoria"
pilotman b/w Ouyen and Panitya and also instructs FV to arrange for
Ballarat and Bacchus Marsh signal boxes to be personed  for the
passage of 8191....etc....etc.

I didn't think FV took over till 1 May 99:  have they started early?
