AIUI NRC are responsible for the end of train device ( as for
Overland, etc).

I will never understand why NSW made a big deal about BOGs (ETMs) on
passenger trains. If they prove the end of a freight train why
wouldn't they prove the end of a passenger train? An SBU is even
better; It transmits battery status and rear brake pressure to the
loco and is able to dump the air at the flick of a switch. The
flashing light from an SBU is generally better than a standard BOG.
SBUs are used in Victoria on the rear of the Overland and the Ghan.
