We have been through this many times.  Things like trams, light rail, 
busways, monorails etc can't not serve the same locations as city link
(excluding already existing ones) expect Heavy Rail.

A heavy rail line would NOT be ruled out by the city link contract.

Besides the operator of city link is Transurban, now I think you will
find the Transurban also wants a slice of the trains (Bayside) which
would include the Airport Train (if Transurban gets its way)


So that would be Transurban competing with Transurban.
