As I recall:
The plans were for light rail along the rail line from Park St. <->
Upfield. After some monstrous roadworks at the Sydney Rd./Park.St/
Royal Parade intersection, the light rail would then have travelled
down Royal Parade & Elizabeth St. (Pity about rail service to the Zoo.)

They were suggesting a more frequent service, partly to keep the
carrying capacity up to current levels, and along the rail
reservation extra stops every 500 metres or so were proposed.

There would have been some almighty bunfights over street closures.
(Almost certainly required to achieve a maintainable frequent service.)

Faster? I'm not really convinced. The current Upfield train service
takes 34minutes Upfield->FlindersSt direct, a couple of minutes more
via the loop. Not everyone wants to travel to Elizabeth St.
