This is starting to look very improbable. How long are the franchises for??? 7
years??? What bank what lend that sort of money when there is no hope of
recouping the $27 million over just 7 years unless the govt. sweetens the deal.


But then in the subsidy world of "Jeff economics" anything is possible!
