My original posting related to a Canadian consultant apparently engaged
by a Perth government agency to advise on matters which any number of
local agencies or firms in Australia could have provided advice on.  Not
to mention national standards which are applied throughout this country
(Australia).

If the consultants had the alleged specialised knowledge which would
have won them the job in the first place they would not be seeking out
free advice on this newsgroup, advice that they will then provide to
Perth at a handsome contribution to the consultants profits.

It would be interesting if someone from Perth could tell us why this
firm was employed in the first place.
