Different internal configurations. The VFS cars were essentially
unmodified BS cars, until two (VFS3 and VFS3, ex 14BS and 9BS
respectively) were converted to VFR. The VFX cars had two compartments
reserved for catering staff. VFX1 (ex-12BS) became VFX216 and later 216BS. 
VFX2 (ex-13BS) became VFX217 and later 217BS. 

The VFRs each had two compartments converted to a small buffet. VFR1 was
converted to a standard mini buffet (10BRS, later 230BRS) and VFR2 became
215BS. You can see extra stainless steel around two compartment doors in
215BRS, I think at the Melbourne end of the train.
