48s in Victoria

The latest issue of Digest has a small article near the back relating to the
fact that 48s are now allowed on sg in Victoria .
This is obviously to allow for Austrac to run their trains to Melbourne.
The more interesting bit is that the max speed for 48s in Victoria is 115 km/h
, the same as an X , with the same sectional load as a T .
Again , theres nothing amazing about this either, as 48s are rated to 120 km/h.
What is interesting is that as far back as I can remember , 48s in NSW have
been limited to 100 km/h.
Would this be the first instance ever of a loco being allowed to run faster
outside its home state than in it.
Anyone know what the max speeds for SG 830s are ?

cheers
