Under a rail accreditation, a transport company can be granted the right produce
by-laws.  Countrylink will need to either be accredited in both New South Wales
and Victoria, or have their New South Wales accreditation recognised in
Victoria.  In any case, this ought to give them the power to issue a different
set of by-laws for Victoria if this is what is required.  So the answer ought to
be yes, they can issue on the spot fines in Victoria if their accreditation
permits them to generate by-laws in Victoria.
