There may have been (or then again, there may not have been - I'm not a
lawyer) a jurisdictional problem with "on-the-spot-fines". This would be a
good one for any lawyers out there to answer.

Do Countrylink personnel have the austhority to issue infringement notices
for offences that occur in Victoria? They cannot issue an infringement under
the NSW laws, as they do not apply in Victoria. Do they have any authority
under Victorian laws?

This would also apply to Countrylink staff between the NSW/Qld border and
Brisbane, and also GSR satff in NSW, Victoria, NT and WA. No doubt, this
issue has been resolved long ago (NSW conductors went to Melbourne on the
Southern Aurora in the 60's and 70's, although I doubt that the Aurora had
much trouble, apart from the occasional protitu . . .oops, this is a family
newsgroup) but it would be interesting to find out the current situation.

I would imagine that the on train staff, when out of their home state, have
no authority to isse infringement notices, and therefore have to call the
police if they wish to take any action.
