You can only put bridges in shallow water.

One of the proposals for a railway between Great Britain and Ireland was
between the Mull of Kintyre and Northern Ireland. The line would have run
NW from Glasgow then down the Mull. The new line would have required a
bridge over Loch Fyne, but would have had 3km causeways from each side and
only a short span of bridge.
