David please, .....me thinks you over estimate the
influence of the NT Government some what.  
Apart from the stated promised of the proponent of this
Melbourne to Darwin line that it will not cost the tax
payer one cent.

The biggest hurdle to this line is the fact there is
absolutely nothing, except a pencil line on a map.!
Never mind that it is NOT a conventional railway.

If anybody want's to build a railway with 100% private
capital, they should be allowed to do so, the NT and SA
governments have both said that.
  
Most of us would agree.
