A penalty unit is a new-fangled mechanism used to set penalties - rather
than having to constantly amend heaps of legislation when resetting
penalties, it sets penalties as a "penalty unit" - then, when the government
wishes to raise more revenue, it just passes one act of parliament to raise
the value of the unit.
