My uninformed guess would be it's a way of measuring fines in legislation,
without naming specific amounts that will be ridiculously tiny in ten years
time. So the penalty for the first offence is double that of the other. And
presumably there'd be some reference point (a single "penalty unit") which is
set by the government of the day.
