WCR B ?

A simple and quick question

Why do WCR only run there B class single ended?

If you look at them ye can see exhaust marks only on one end, and when
I've looked at any WCR train lead by a B it's always the same end.

Didn't the controls at both end get restored?
If not why?

Would make sense to use both ends of a B.

If the're not going to use both ends, why don't they flog of the B's
and get the remaining 4 S's form V/line as they seem to be In the
Geelong loco yard alot.
