They expire on the hour, so you still get 2-3 hours use.

I don't know if the ATMs go for the next hour if it's after five to the hour,
like most humans do.

The other day the station assistant at Glenhuntly (but not for long, obviously)
was explaining to someone how to use the machine, and she pointed out that you
can buy your 2 hour ticket, then wait until the train is imminent (especially on
weekends) before validating it. That way, if the hour has gone by in the mean
time, you'll get an extra hour on it.
