Let's go back to the start again.

Nobody would be helping anybody else. Neither Austrac nor NR are "running" 
the trains. GrainCorp will be running the trains, probably with the
existing grain hoppers bought or leased from FreightCorp. GrainCorp would
then contract out for motive power.
