Having read the Age newspaper over the last few weeks, one would have to think 
old Jeffrey himself (probably thought about it while his wife was away doing a 
special in france for Gavin Disney) is thinking about the coming election. I'm 
almost sure he must have thought about doing some positive with the metro rail 
situation in Melbourne because of his recently taken "guilt trip" across the 
rail network (Where he passed all the recently closed lines, sidings and 
freight areas and though "I don't remember closing the Webb Dock Rail Line", 
and like smithers to Mr. Burns in the Simpsons the PTC CEO Said, "but Mr. 
Burns, sorry,  Jeff, you told us you were closing down the Port of Melbourne 
to make way for the Docklands development, so in true Warwick Fairfax style, 
we immediately made sure we could not use that line again", "Oh!", said 
Jeff "The planing is working fine, soon we will be in a position to extend 
the casino through to the Docklands and stop all rail and sea freight from 
doing business in Victoria").

He may have woken up in the last week and thought, well that $181 million I 
gave the PTC was REALLY for the moving of the jolimont rail yards (so I can 
build Jeff's big SQUARE) and wasn't really intended to improve the railway 
system at all, so I had better make good and give this state what is really 
needs, a rail link to the airport. 

What probably happened is his liberal mates who now have the lease on 
Melbourne airport went over to his house and sipped a brandy or two (probably 
the stuff his wife returned with from France) and they discussed it! 

"We need a rail link to the airport now Jeff, you know the project the Federal 
Government was keen to help fund before you stitched up Victoria good and 
proper on the City Link deal"

"O.K, Jeff said, let's do it!"

What path shall we take jeff thought? Well what about the path via the Casino? 
We diverted the Zoo tram, we can divert a train!
