Well, you really said it all in your opening paragraph.....  service
levels that may pass for satisfactory in the "'lesser' city of
Melbourne" would be inadequate in Sydney.  CityRail committed to
running a 10 minute service on all main suburban routes throughout New
Years Eve and up to 4 am on New Years Day, accompanied by access road
closures in many areas around the harbour from 4pm on New Years Eve.
There were also commensurate lifts in STA bus and ferry service
levels.

In other words, there was a co-ordinated effort to shift traffic to
public transport on New Years Eve.

In order to maintain a 10 minute service frequency overnight, Cityrail
crew rosters had to be dramatically altered to provide adequate
crewing which could not be realistically handled just by overtime.
