The reason why CityRail have no alternative is that if they were to operate
a normal weekday service, there would be insufficient crews available to
work the evening services - they would all be unable to work due to safety
reasons!

If this was all the extra services that CityRail were providng, then they
probably could have used the normal weekday timetable - but they are
providing way in excess of only two extra trains per line.

 (eg on
