$1m/km has been quoted as the cost of new construction where land
acquisition cost is marginal (ie very low). It seems that the intending
operator is being asked to pay for a new railway. They might as well start
from scratch and build their own - avoiding the dead hand of bureaucracy.
Anyway, unless they are shipping something over 2m tonnes p.a. (for a modest
length branch), it is unlikely that it would be economically feasible.
