I thought it had been covered in this NG before.

The overhead needs an overhaul. There's not enough traffic to justify it
(the comments on politics elsewhere may have a bearing on the traffic).
Ergo: you have a railcar service. Someone in Spring St is praying Melbourne
won't keep sprawling east during their time in office lest they suffer "egg
in the face". Mind you, their colleagues are doing little to halt
Melbourne's obesity.
