If you say T1-59 is sectors 1 and 2 and T66-99 are Sector 3 sets, then there
must be at least 394 Tangara cars (99x4), but then in the October 1996 Timetable
Review (Notes on the Timetabling Process) booklet written by the Cityrail
Planning and Business DEvelopment, it says there are 364 Tangara cars, 80
outer-suburban Tangara cars (and says delivery complete October 95). Are they
lying there or did they build more Tangaras and OSTs after 1996?

Yes it does do sector 3 or 2.

T1 - T59 belong to sector 1 & 2.
T66 - T99 belong to sector 3.
