There isn't that much in the way of Tangarbage transfers. Simple fact that sector 2
tangaras are shit compared to sector 3 tangaras. (due to lack of up keep) The fleet
manager at H.M.C would have a fit if they swaped sets for keeps.
The chances are that the sector 2 sets were either transposed for various reason,
or are on Y links.
