We use auto-reclosing on our substations.  After the third re-try, the breaker will
stay off and an alarm goes off in EOC.  The operator must then manually re-close
the breaker to restore power.  If it has tripped three times, they will usually try
to find out why before attempting to restore power.  The other thing is that when
the power comes down, they have to isolate that section, and both adjacent sections
to prevent a train shorting the section insultor and livening up the isolated
section.

I would be interested to find out the facts on this story, rather than the news
story, which has a 99% chance of being wrong anyway.
