Crosses with other trains

Craig's post for Warrnambool race day special with the mention of crosses
and stops for Departmental Purposes reminded me of something that has me
curious...

In the VicTrack Network Service Plan, there are a number of places where it
has trains waiting at a location for some time before continuing the journey
(usually due to crosses with other trains - funny that...)
To use an example I am sure at least Craig would know of, on p4, train
8217 has a wait of 10 mins at Winchelsea between 1355 and 1405 whilst it
crosses 8232 at 1401 and departs Birregurra at 1419. There is however a note
at the bottom saying that this train may depart Winchelsea at 1356 and
Birregurra at 1410.
Under what circumstances would this train leave earlier (if any)?
Or if it wouldn't leave earlier, why do they put it in the NSP except to be
pedantic?
I also notice that the public timetable has the earlier time. Do you ever
get any complaints about late trains because of it?
