No.
The Tasmanian railways Y class were built in TGR's Launceston Workshops.
Also, the SAR 500 class were built at Islington as well as the 900s.
As far as I know, all other mainline locos in Australia were built by 
Specialist companies. (I am not talking about steam here!)
