Goulburn is a city through which NRs run (ie Goulburn NSW).  I don't know
if Victoria's municipal mergers created a City of Goulburn.  AFAIK Seymour
is Shire of Mitchell.

La Trobe I can't guess.  The gentleman was a governor of Victoria in the
19th century, and came from Switzerland.

I have done a duplicate names in RNV at some stage.
City of Melbourne appeared on an XP and on R707.  There is no N City of
Melbourne.

I am using Microsoft Mail, but I don't like it.  Why the question should
appear after the answer is illogical even for the USA mentality.
