I don't know that this was said, but in a car you have a lot more control
over events before and during; direction, braking, etc. In a train, your
only control is the brake and the rest is beyound your control.

Shove on the brake hard and you can cause more damage to your passengers
than the object about to be impacted. Classic conflict situation.
