Sefton Park Jcn to Cabramatta by XPT

I'm reading through STN 540 (1982) which introduced XPTs to the Southern
line. S15 Riverina XPT was scheduled to cover the 11.334km between Sefton
Park Jcn and Cabramatta in only 5 minutes, which means a sectional average
speed of 136km/h! Were such speeds really allowed in the suburban area?
Most locomotive hauled train ran the same section in 7 mins (97km/h).

In comparison, all passenger trains (loco hauled and XPT) ran the sections
Lidcombe - Sefton Park Jcn and Cabramatta - Liverpool at similar average
speeds (61 and 88km/h respecticely).
