100m$ is actually a very small amout of $. The total amout of $ National
Express paid for new rolling stocks was 1b$. Take off approx. 200m$ for the
VLP's high speed  DMU which will be build locally then you left with 700m$
goes to foreigner's pocket. Also, look carefully with those companies won
the bid, none of them are ones that in financial trouble (ie Goninah,
EDI-rail)

Still, better then nothing.
