That's right.  The Cap'n posted a message here last year about a
bridge to run parallel to and downstream to the Bolte bridge from
Footascray Road to the other side of the river.  This is why the Webb
Dock tracks have been left intact from the Bolter bridge down to Webb
Dock.

As you say, it seems they are ready to throw money at it.
