Well Morwell is already an intermodal terminal.  Perhaps they mean to expand
it further.

Last time I looked at the Webb Dock bridge, it was only connected to land at
one end.  The other end has been removed by the people building the new
tower on the corner of Salmon Street & Charles Grimes Bridge for the future
development of (at least) three more towers there.  FA would have to look at
an alternative rout through there to get to Webb Dock.
