Instructions to All Concerned.
CENTRAL WOLLI CREEK STATION
>From Saturday 10 February to Sunday 11 Februray 2001.
In conjunction with Special Train Notice No. 172 - 2001 the following
safeworking arrangements will apply:-
SPECIAL STAFF WORKING (CENTRAL WOLLI CREEK STATION)
In order to facilitate train movements Special Staff Working will be
introduced on the City Outer/Down Airport line between Signal No. SY385 at
Central No.22 platform and Wolli Creek Platform. All Down and Up Trains will
travel over the City Outer/Down Airport line. The method of Special Staff
Working for train movements will be as follows:
-A Staff only numbered 16 (BLACK AND WHITE) with a diamond aperture will be
used as the authority for the Special Staff Working Section. This Staff will
be referred to as the Special Staff.
The head of the Special Staff will be inscribed Signal SY 385 Central No.22
Platform - Wolli Creek Platform: - City Outer/Down Airport line.
NOTE:- The Special Staff must be readily accessible to the Driver at ALL
times and will not be
required to be carried in the Green Pouch.
The Special Staff Working Section will be between Signal No. SY385 at
Central No.22 platform and Wolli Creek Platform.
A "STOP" Board and a temporary "Fixed" train stop must be placed at the
Goulburn Street end of Central No.22 platform. An employee fully certified
in track block and automatic signalling and known as the Signallers
Assistant must also be provided on Central No.22 platform. The "STOP board",
temporary fixed train stop and certified employee must be provided in
addition to the Possession Area protection.
The Signallers Assistant at No.22 Platform Central must ensure that the
Driver of each Down Train is aware that Special Staff Working is in
operation to Wolli Creek Platform ONLY.
The following points at Central must be secured with a point clip and an SL
lock for the duration of the special staff working:
No. 625 to be secured normal
No. 620 and No.636 to be secured reverse
The SL locks and point clips must only be removed on authority of the train
controller in an
emergency.
Should any train become disabled in the Special Staff Working Section, a
Special Authority Order is to be used to clear the section, the provision of
SWU.751(H) is to be observed.

Drivers of Down direction trains must obey fixed signal indications.
Should any Down Signal between Signal No. SY385 at Central No.22 platform
and Wolli Creek Platform show a STOP indication, the Driver of a Down
Train will pass that Signal at STOP in accordance with the relevant
Safeworking instructions.
WOLLI CREEK PLATFORM
Signal No.SR9.5 at Wolli Creek platform must be booked out of use for the
duration of the special staff working. An employee fully certified in track
block and automatic signalling and known as the Signallers Assistant must be
provided. This employee will be responsible for informing the driver of each
train, upon arrival, to change ends and for ensuring that the driver is in
possession of the special staff.
SPECIAL INSTRUCTIONS MANAGER TRAIN CREWING
The Manager Train Crewing will be responsible for:
providing an employee to travel with the train who will be repsonsible for
latching up the trip when required
ensuring that a mobile telephone is provided in the drivers cabin of the
train for the duration of the special working to enable communications with
Signallers and Operations Control
providing the Signaller at Sydney signalbox, Sydenham signalbox and the
Operations Control
Supervisor with the mobile telephone number.
INTRODUCTION OF SPECIAL STAFF WORKING
In order to clarify the introduction and cancellation of Special Staff
Working between Signal No. SY385 at Central No.22 platform and Wolli Creek
Platform the following instructions must be observed.
TRAIN CONTROLLER
Before Special Staff Working can be introduced between Signal No. SY385 at
Central No.22 platform and Wolli Creek Platform, the Train Controller must:
-A) obtain an assurance that the "STOP" board and temporary fixed train stop
has been provided at the Goulburn Street end of Central No. 22 platform.
B) inform the Signallers at Sydney and Sydenham and the Signallers Assistant
at Central No.22
platform and Wolli Creek platform: -
which train will be the first to travel under Special Staff Working
Conditions.
C) obtain an assurance that Signal No.SR9.5 at Wolli Creek has been booked
out
D) receive an assurance that the obstructed line(s) have been protected to
prevent train movements into the affected areas.
E) check with the Signaller at Sydney that the Signallers Assistant at
Central No.22 Platform and at Wolli Creek is in attendance and that the
Special Staff is on hand and ready for use and is properly inscribed for the
Signal No. SY385 at Central No.22 platform Wolli Creek (Platform) Section
on the City 0uter/Down Airport line.

F) obtain an assurance from the Signaller at Sydney and Sydenham that the
Down Airport line is clear between Signal No.SY 385 and Wolli Creek.
After these assurances have been received the Train Controller can permit
the Down Airport line between Signal No. SY385 at Central No.22 platform and
the Stop board at the country end of Wolli Creek platform to be closed and
authorise the introduction of Special Staff Working. A Special Authority
Order is to be compiled and issued to the Signaller at Sydney, the
Signallers Assistant at Central and Wolli Creek and the signaller at
Sydenham.
NOTE: Where Item 2 is shown on the Special Authority Order, Pilot Staff
Working is to be deleted and substituted by Special Staff Working. The Train
Controller must record the names of the Signallers at Sydney, Sydenham and
the Signallers Assistant at Central and Wolli Creek on the order.
CANCELLATION OF SPECIAL STAFF WORKING
TRAIN CONTROLLER
Before cancelling Special Staff Working, the Train Controller must obtain an
assurance: -
that the closed line has been or will be restored to service in time for
normal operations
that the section is unoccupied
that the Special Staff has been secured out of use
when this is done the Train Controller can then cancel the Special
Authority Order
