The "pushbike morons" place their bikes in the most logical place clear of
passenger movements; bad carriage design means the bike may then impede crew
egress in an emergency.  One or two bike hooks either/both sides of the
driver's/guard's door would do the trick usually, allow cyclists to keep the
door clear and reduce the floor area occupied by the bike(s).
