Yes,
On a serious note the only time I  ever ask a gunzel about what he/she is
doing is if they are somewhere that they should not be or if they are
compromising their safety.
On the whole the photographer is usually responsible.
The other places that are sensitive is inside operating areas such as
locomotive cabs signal boxes etc.. and for the reasons mentioned
previously..
