MAJOR PROBLEM:

The cost of the extra road repairs, maintenance and eventual rebuilds 
is then left to local councils, who are not allowed to increase their 
rates to account for this by the State Government in NSW. But the NSW 
State Government is still very ready to lay the blame for poor local 
roads at the feet of local councils!!
